HACE Celebrates Opening of Newly Built $18 Million E’Port Family Homes

Rehabilitation of the Elizabethport area progresses with two new buildings
Built to corporate green community sustainability standards

ELISABETH – May 17, 2022 – On Tuesday May 17, the Housing Authority of the City of Elizabeth (HACE) was joined by community leaders for the groundbreaking ceremony for the E’Port Family Homes apartments. The ceremony took place in partnership with the City of Elizabeth, Genesis Companies, the New Jersey Housing and Mortgage Finance Agency (NJHMFA), and the US Department of Housing and Urban Development (HUD).

The E’Port Family Homes at 160 First Street and 200 Third Street are the result of a joint venture between HACE and Genesis Companies. HACE is responsible for over 1,350 social housing units and provides a wide range of social, economic, educational and redevelopment services in the city of Elizabeth. Genesis Companies is a full-service real estate development company specializing in the financing, development and operation of mixed-income and mixed-use residential projects.

“We have worked in this neighborhood since 1998,” said William D. Jones, executive director of HACE. “E’Port Family Homes is a brand new, state-of-the-art apartment building located close to the city’s bustling port community. This initiative continues our commitment to the revitalization of this neighborhood. We thank all of our partners, Genesis Companies and the City of Elizabeth, for helping to bring this project to fruition.

Christian Bollwage. “I am delighted with the completion of this project and would like to thank the City of Elizabeth Housing Authority, Genesis Companies and all of our partners involved in this project.”

“If a person can’t think of anything but where they live or where they lower their head at night, they can’t thrive. There’s no opportunity for financial freedom or all the other things we value in life if you have to worry about affordable housing,” said Nicole Lockett, general manager of development at Genesis Companies. “It was HACE’s perseverance that enabled us to carry out this project. These new homes are not just a triumph for Genesis, but a triumph for the Town of Elizabeth, the Town of Elizabeth Housing Authority and, most importantly, the residents of this community.

The $18 million project was completed in late September and includes two new 4-story elevator buildings. Fifteen units have been set aside for formerly homeless people and support services will be provided by HACE and Bridgeway Behavioral Health Services.

Each building includes a combination of one and two bedroom apartments, with 15 project-based vouchers to be distributed across both sites and administered by HACE and the State of New Jersey Division of Mental Health and Addiction Services . All units are affordable and set at 60% of area median income or less. Building amenities for all residents include parking and a community hall.

The project is also built to Enterprise Green Communities sustainability standards. Residents of E’Port Family Homes will be part of an initiative that translates into investments to fight climate change and prioritize the health and well-being of every household.

The project was funded with approximately $13 million from the Low-Income Housing Tax Credit Program, $900,000 from the Federal Home Loan Bank and $3.55 million in debt financing from Citigroup.
